'Lloyd is such a unique asset on our doorstep'... People urged to have their say on ambitious plan for Kells site

People across Kells and the surrounding area are being encouraged to have their say on the future of the Commons of Lloyd, with Meath County Council currently inviting submissions on the draft Recreation and Amenity Plan for the site.

The plan, prepared by Meath County Council, sets out a blueprint for the future use of the site, with the aim of protecting its heritage and environmental qualities while creating an attractive, accessible and sustainable space for everyone to enjoy.

Cathaoirleach of Meath County Council, Cllr Sarah Reilly, said:

“Lloyd is such a unique asset on our doorstep and this plan gives us a real opportunity to think ambitiously about what we want it to become in the years ahead.

“I would strongly encourage people to take the time to look at the plan and, importantly, make a submission. This is an opportunity for people to tell Meath County Council what facilities and amenities they would like to see at Lloyd.

“There are some really exciting proposals already included, including enhanced play and recreation facilities, a community centre with potential for a café, an event space, a bike activity trail, basketball and informal kickabout areas, improved walking and cycling connections with Kells, picnic areas and new biodiversity and nature areas.

“The feedback from earlier engagement with the local community shows that people want Lloyd to be a place that works for all ages — from young children and teenagers to families, older people, walkers and visitors to Kells.

“I also believe we need to be ambitious in our vision for Lloyd. Among the points I have raised in my own submission is the need for the vision statement to properly reflect the ambition we should have for the site.

“We should be thinking about fun, engaging and high-quality facilities, including enhanced playgrounds and facilities such as the skate park, which can make Lloyd a destination for young people as well as families and visitors.

“I have also asked that consideration be given to providing an enclosed area where dog owners can safely let their dogs off the lead. I know this is something that would be welcomed by many local dog owners and would provide another valuable facility within this fantastic open space.

“The plan also proposes a new main entrance closer to Kells town centre, improving access for pedestrians and cyclists. There are also proposals to improve walking routes and make them more accessible for wheelchairs and buggies.

“Lloyd has enormous potential. We have an opportunity to protect its history and natural environment while creating somewhere people will genuinely want to spend time, whether that is bringing the children to play, meeting friends, enjoying a coffee, taking part in an event, walking the dog or simply enjoying the landscape.

“I would encourage everyone to have a look at the plan and make a submission. Tell Meath County Council what you would like to see at Lloyd. This is an exciting opportunity for the community to speak up and help shape the future of this important amenity for Kells.”

The Commons of Lloyd Recreation and Amenity Plan is currently open for public consultation and submissions must be made by 10 September 2026.

The plan can be viewed online via Meath County Council’s website or in Kells Civic Offices.
