Further increases for e-scooter penalties, Government confirm

The Government have announced a series of regulations to increase penalties for e-scooter offences from €50 to €100.

Gardai will enforce the new increased penalties, which will come into force from November 18 2026. The charges also include a Fixed Charge Notice offence for not wearing a helmet or high-visibility clothing.

These regulations follow a series of road safety measures for e-scooters approved in July. This follows concerns about the level of serious injuries among e-scooter users.

The Government say that there remains a series of other measures in relation to e-scooters under consideration.

Minister for Transport, Darragh O’Brien, said: “The use of e-scooters must go hand in hand with responsibility. These regulations, alongside the others we have recently introduced, are designed to encourage safer use of e-scooters and help reduce the risk of serious injuries, particularly head injuries, among users.”

Minister of State with responsibility for International and Road Transport, Logistics, Rail and Ports, Seán Canney added: “I am pleased to have signed these regulations today and completed the process we began in July this year, introducing regulatory changes to protect lives and prevent serious injuries. The message should be very clear that e-scooters should only be used within regulations, for the safety of all road users.”

Minister of State with responsibility for Rural Transport, Jerry Buttimer, said: “These new measures continue to promote a stronger culture of road safety while supporting the development of active and sustainable travel.”
