Range of motions to be put forward at NEFL annual meeting

The North East Football League will hold their annual general meeting at the Ardboyne Hotel, Navan on Tuesday next, 5th February, 8pm with delegates set to discuss a range of motions.  

This will be the 40th AGM of the league that incorporates the Mid Meath League 1980-'83 and the Meath & District League 1983 - 2014. 

 The motons put forward by the various clubs and the outgoing committe are: 

1. Disciplinary hearings from the league may be done via Skype.

2. Replace Rule F 8 with two parts –

(i) Each sending off carries an automatic one match ban which is to be served in the next match in same competition in the same season. Where it is impossible to serve the suspension in the same competition then the suspension is to be imposed in the next competitive game for the same team in the same season.

(ii) The minimum fine for each sending off is €20.

The replaced text on existing Rule F 8 unaffected by the above shall remain as a guideline template to be sent out to all clubs weekly along with the updated Disciplinary listings from each subsequent hearings.

3. REGISTRATION/TRANSFER PERIODS FOR AMATEUR GAME

Adopt FAI Rules concerning the governance of Player registrations for the Calendar Year season.

a). The registration period shall be 1st of December to the 30th of September inclusive.

b). The transfer period shall be 1st June to 30th September inclusive for the Calendar Year season. However, an Amateur Player may be signed on a Professional Contract for the Professional Game during the Professional Registration Periods.

c). If a Player’s registration/contract expires naturally at the end of the current season (i.e. 31st May Autumn/Winter Season/30th November Calendar Year Season) a Transfer Form is not required for the Player to register with another club in another League. Players registered with clubs whose fixtures extend beyond the above dates are committed to these clubs until those fixtures are completed.

d). If a club disbands during the Season the Player registrations shall come under the direction of the League concerned. The Players may be allowed, at the discretion of the League, to register with other clubs within that League. The deadline for such registrations shall be 30th September.

4. Any sitting NEFL committee member on the night who is a member or associated with a club must leave the room while a disciplinary issue involving that club is being heard and decided upon.

 Already in place as a standing order for sitting Chairman to determine the structure of meeting control.

5. Teams making decisions for teams in other divisions.

Boyne Harps propose that teams from outside a division making and decision and having and effect on teams in other divisions shouldn’t be allowed. Unless it effects your division we feel you shouldn’t have a vote or say in it.

6. Disciplinary Reports. Part one: Boyne Harps propose that a newer and clearer version of the current disciplinary reports sent out should be looked into and updated. Changes to be made as to if a player is suspended for however long that players name should remain on the list until his suspension it up and free to play again. The discipline handed out for each offence and fines that go along for each of them should be maybe be at the top of each reports sent out as a template. Part 2. Once a player is suspended that player is suspended from playing any football during his suspension time.

7. Fixture list for the season.

Boyne Harps propose that a complete fixture list should be scheduled & published for the Premier division before the start of any season. All games should be completed in the order of them been scheduled so that all teams will have started their seasons on the same weekend, played the same number of games at the end of each scheduled weekend, would complete their seasons on the same weekend and hopefully help to keep both the top and the bottom of the division fair and exciting for everyone involved.

8. Requested weekends off & fixtures been called off.

In the event of a fixture been called off or a team having requested a weekend off the scheduled fixture for that particular weekend must be played no earlier than two days after the scheduled fixture date or no later than four days after the scheduled fixture date to complete that round of fixtures for that particular weekend. If the home teams pitch isn’t playable, available or don't have the use of floodlights "Which shouldn't be required or be a problem for all teams for most of the summer season " and can't fulfil the fixture and the away teams pitch is playable, available and do have the use of floodlights and haven't already played each other yet in the league the tie would be reversed to a home game for the away team. ****If between both teams a date and venue can’t be arranged the fixture would be moved to the MDL grounds and the league would then have the final say as to and when the fixture is to be played.**** The next scheduled fixture between both teams would also be reversed so that each team still have their home tie.

If and on this occasion the fixture could still not be played because a pitch isn’t available, playable or without the use of floodlights the fixture would then have to be moved and played in the MDL grounds to insure that the weekends fixtures are completed. In the event of the teams having already played each other in the league and the home team can't fulfil the fixture the home team would then loose home advantage and the fixture would be moved and played in the MDL grounds to complete the scheduled fixture list for that particular weekend. Whichever team has called the fixture off or asked for that weekend off the other team would then have the say as to weather or not the game is played on day three or four after the scheduled fixture date and also choice of kickoff time.

If the fixture is been played in the evening the kick off time must be no earlier than 7.15pm and no later than 8pm. All teams would still be able to requested their two weekends off as normal but with the knowing that their fixture would have to be played no later than day three or four after the scheduled fixture date to insure the season is kept to its schedule. Midweek games should they be required during the summer months shouldn’t be a problem for teams especially when this is what most clubs wanted and voted on.

9. Teams entering competitions outside the leagues jurisdiction.

Any team wishing to enter a competition outside our leagues jurisdiction “which we’re lead to understand that these competitions fixtures are to take priority ahead of own fixtures” is entitled to do so but must do so with the understanding that are own league and scheduled fixtures must not fall behind on games played. In the event of a clash of fixtures on any given weekend between another competition a team has entered and our leagues schedule fixture, our scheduled fixture must be played no earlier or later than day three or four of the scheduled fixture date to complete the round of fixtures for that particular weekend.

10. Our own leagues cup matches. Proposal for cup games/weekends. Boyne Harps propose that designated dates are scheduled & published before the start of the season for each round of all cup competitions and all fixtures must be played on each schedule weekend.

In the event of a draw match and a replay is required the replay should be played within a max of four days to complete each round of the competition on each schedule date/weekend.

In the event of a team receiving a by in one of the rounds or if a team has been knocked out of the competition when the next schedule date/weekend/fixtures are to be played those teams would be off those weekends. For the remainder of a competition once a team has been knocked out they can clearly see from the designated dates when the next round(‘s) are to be played and have the possibility to arrange fundraising nights on those particular weekends because they have no fixtures on those dates/weekends.

11. Reward winning and running up teams for their achievements.

Boyne Harps propose that any teams who wins their division or a cup competition within our leagues jurisdiction, those winning teams “not clubs” should be given free registration for the following season for their achievements. Any teams who finishes runners up in their league or cup competition within our leagues jurisdiction, those teams “not club” should be given half registration for the following season for their achievements. If a team is lucky enough to win more than 1 competition in a season that team would still only receive free registration for the following season for their achievements.

12. New Clubs. Any new club wishing to join the NEFL league that is within a 10 mile radius or especially in the same town of a current club(s) the current club(s) should be notified and have a say in the decision. I can only speak about my own area but pitches and training facilities a few and far between and allowing a new pop up club into the NEFL league and maybe only lasting a season or so is making things a lot harder for the established clubs within the area. Not just on facilities but also on sponsorship and fundraising. Drogheda is starved with the lack of facilities but yet we currently have 11 teams playing in the main divisions with those teams also making up 7 teams playing in the reserve divisions and between all those 18 teams Duleek, Albion Rovers & Drogheda Town own or have their facilities.

13. Provisional fixtures to the be provided to clubs on a monthly basis with confirmed fixtures been emailed to clubs with no less than two weeks notice.

With clubs been given the option to play their games on more days than before the need for players & staff to have more notice & structure to the fixture list is paramount to enable clubs to field with as many players as possible on as regular a basis as possible.

14. All final league games in a division to be played on the same day & time.

Trophies should be won on the pitch ,this motion ensures that whoever wins there respective division that they will receive the trophy on the pitch on the final day. beginning at division 4 one weekend then each subsequent weekend a full divisions final games finishing with the premier on the final weekend of the season.

15. Teams to text NEFL PRO with final score within an hour of the game ending

In the age of social media players & clubs are looking for final scores nearly on the whistle. this motion is to improve scores posted on social media so the PRO can post them as they come in instead of waiting till 6-7pm in the evening for the official email

16. Regionalise All Reserve Divisions.

18. Regionalise Divisions 3 & 4.

In all of the above three motions the criteria to include a guarantee of automatic promotion for all teams that finish at the top of each group, and a minimum guarantee of a promotional play off for all teams finishing second in a group, e.g. Div 3 & A Reserve split into Group A and Group B with a minimum of ten teams in each group. The highest placed team in both groups play off for the League title, and are both guaranteed promotion. The second highest placed teams in both groups go into a promotion/relegation three way play off with the third from bottom in the immediate higher division.
